Summary of Role
Effectively represent the Association’s interest in legislative and regulatory based advocacy efforts.  Work with and motivate assigned technical resource panels to maximize effectiveness, quality and productivity related to advocacy efforts.  Monitor, review, and evaluate tax legislative and regulatory tax issues for two assigned technical tax areas.  Develop professionally written advocacy based positions and communicate those positions.


Accountabilities and Responsibilities

Comments
  • Lead the development of well-written, timely advocacy positions (e.g., comment letters, position papers, testimony for Congressional and Internal Revenue Service hearings, and other advocacy documents) on legislative or regulatory changes in your assigned technical areas.
  • Develop, draft, and review tax advocacy positions and assure that our positions are expressed in a clear, concise and professional manner.

Manage Technical Resource Panels
  • Effectively manage technical resource panels to identify and monitor tax legislative and regulatory issues. Coordinate the development, review, and submission of approved advocacy positions (e.g., comment letters) in your assigned technical areas.
  • Serve as staff liaison to two assigned technical resource panels.
  • Work with your assigned technical resource panels to identify new advocacy-related opportunities. 

Outreach and Communications
  • Effectively coordinate and assist with the communication of timely and practical information about our advocacy efforts related to tax legislative and regulatory developments in your assigned technical areas to help educate members and the public and promote our advocacy efforts. 
  • Speak at Association, state society, or other conferences or on webcasts
  • Record Facebook Live videos and Podcasts. 
  • Contribute to advocacy-related communications with Association publications.
  • Work with the Communications Team to promote activities and positions in the press (participate in media interviews).
  • Participate in and lead discussions on advocacy initiatives with government officials and congressional staffers.

Broader Institute Initiatives
  • Support Association initiatives by reaching out to other Association teams and state societies, and interacting with outside organizations.  Foster communication and collaboration across the Institute. 
  • Participate in a steering committee of an Association conference.
  • Work with other Association teams to communicate and collaborate on projects where we share an interest.
  • Keep appropriate individuals informed of significant legislative, regulatory and administrative developments in assigned technical areas.

Relationships
  • Develop and maintain relationships with key individuals in government (e.g., Internal Revenue Service and Department of the Treasury), Congress, state societies, and other organizations to promote our tax advocacy positions and stay informed of emerging issues.  
  • Develop and maintain relationships with:
  • Government officials and congressional staffers 
  • Other professional advocacy-focused organizations (e.g. American Bar Association Tax Section, National Federation of Independent Business, Tax Executive Institute)
  • Other Association teams
  • State societies
Supervisory Responsibilities
None

Knowledge, Skills & Abilities Required
  • Strong knowledge of federal tax law 
  • Strong interpersonal and relationship building skills
  • Knowledge of tax legislative and regulatory processes 
  • Excellent verbal and written communication skills
  • Strong project management skills and the proven ability to multi-task
  • Ability to deliver creative and innovative ideas to build or enhance Tax Division strategic initiatives
  • Capable of working effectively with a diverse group of individuals

Required Experience, Qualifications & Education
  • Minimum of 8-10 years of related experience 
  • Bachelor’s degree in Accounting
  • CPA designation

Preferred Experience, Qualifications & Education 
  • Masters in Taxation or law degree
  • Relevant experience at the Association is taken into consideration (for internal candidates only)
  • Activity in Association and/or state CPA society committees
